Ballarat Neighbourhood Character Study
The Neighbourhood Character Study (NCS), prepared by Ethos Urban in 2024, provides a detailed assessment of Ballarat’s existing residential character and articulates “preferred character statements” for different areas across the municipality. It is a companion document to the housing-strategy-2041.
