Ballarat West Employment Zone (BWEZ) Master Plan

The Ballarat West Employment Zone Master Plan (2012) covers employment land in the northern portion of the Ballarat West Growth Area, adjacent to the ballarat-west-psp residential precincts. It provides for industrial and commercial development to serve the growing western suburbs and the broader Ballarat region.

Background

The ballarat-west-growth-area-plan (2009) identified the need for employment land within the growth area, with limited expansion of the existing Carngham Road industrial area and reliance on the north-western industrial area. The BWEZ is located north of the ballarat-west-psp area, near the Ballarat Airport and adjacent to the Alfredton West/Lucas area.

Key Content

The Master Plan is structured in two parts:

  • Part A: Strategic context, vision, and framework
  • Part B: Detailed design guidelines, staging, and implementation

The BWEZ provides for a range of employment uses including industrial, commercial, and mixed-use activities. It is designed to complement the residential growth in the surrounding PSP areas and provide local employment opportunities.

Current Status

Adopted (2012). The BWEZ is identified in the growth-areas-framework-plan as an existing employment area, with future employment land supply exploration areas identified to the west of the NW Growth Area and south-west of the Western Growth Area. The HillPDA Employment Lands Strategy (Draft, July 2021) recommended further strategically justified rezoning of greenfield areas for employment uses.
