Alfredton West Precinct Structure Plan (Lucas)
The Alfredton West Precinct Structure Plan covers approximately 317 hectares of land in what is now the suburb of Lucas, in the north-western portion of the Ballarat West Growth Area. Approved in June 2011, it was prepared by Integra on behalf of the developer (Lend Lease) in conjunction with the City of Ballarat.
Background
Alfredton West was originally identified as Sub-Precinct 3 within the broader Ballarat West Growth Area. Unlike the council-prepared ballarat-west-psp, this PSP was developer-led. The Alfredton West PSP provides for:

Avenue of Honour Heritage Interface
The Avenue of Honour Conservation Management Plan (John Wadsley, August 2014) provides detailed heritage requirements for the Alfredton West/Lucas area:
- The CMP notes that the Alfredton West PSP (Integra, 2011) specifically requires sympathetically addressing the interface of the Avenue with future development through implementing the Avenue of Honour Urban Design Guidelines (Hansen Partnership, November 2010)
- The Lucas suburb extends along the southern side of the Avenue for 1.1 km from Dyson Drive to the Ballarat-Skipton Rail Trail, with a major activity centre (Coltman Plaza) near the Dyson Drive intersection
- A 20 metre no-built-form buffer from the road reserve boundary applies for new development along the Avenue’s entire length
- The CMP raised concerns about cumulative impacts from two new access roads (Eleanor Drive and a road west of Ibis Garden Court) linking Lucas to Remembrance Drive, and recommended reducing to one access point
- Commercial development near Dyson Drive must not allow advertising and signage to visually intrude on the Avenue’s aesthetic quality
- Screening (small trees, shrubs and/or hedges — no structural elements) is required on the road reserve boundary in the urban area between Learmonth Street and Dyson Drive, extending to the Rail Trail as development proceeds

Current Status
Substantially developed. Lucas is now an established residential suburb with active retail, schools, and community facilities. The growth-areas-framework-plan (2024) notes that the Alfredton West PSP is assumed to be fully developed as part of the existing land supply calculations.
